Financing models, energy diplomacy, and strategic dependency in nuclear power projects: A comparative analysis of Akkuyu and El Dabaa nuclear power plants
摘要
Nuclear power projects combine long construction periods, high capital intensity, contractual arrangements, and long-lived geopolitical relationships. This study compares the Akkuyu Nuclear Power Plant in Türkiye and the El Dabaa Nuclear Power Plant in Egypt to examine how financing architecture interacts with capital cost, ownership, debt exposure, operational control, and supplier dependence. The projects are treated as highly comparable rather than technically identical: both are four-unit Rosatom-supplied VVER-1200 projects with a gross capacity of 4800 MW, but Akkuyu uses the V-509 variant and El Dabaa the V-529 variant. The quantitative analysis uses a common net electricity-output basis of 35 TWh/yr. A standardized August-2026-real-USD scenario holds technical and operating assumptions constant and treats 8% for Akkuyu and 6% for El Dabaa as scenario discount rates rather than observed WACCs, yielding LCOEs of 6.30 and 5.37 cent/kWh. A second scenario makes public capital-cost proxies price-consistent: Akkuyu's USD 24.5 billion 2024 current-price estimate is normalized to USD 26.16 billion in August 2026 dollars, while El Dabaa's USD 28.75 billion agreement-era estimate is treated as a 2017-dollar proxy and normalized to USD 39.29 billion. The resulting LCOEs are 8.28 and 9.21 cent/kWh, respectively. This reversal shows that financing conditions cannot be interpreted independently of capital-cost level and price base. Akkuyu's tariff-LCOE comparison is reported only as an August 2026 base-date spread, while El Dabaa's sovereign loan is treated separately as a nominal debt-service obligation. Policy evaluation should jointly stress-test capital cost, discount rates, offtake terms, debt service, exchange-rate exposure, localization, and supplier resilience.
