Price Impacts of Evisceration Orders in the Dungeness Crab Fishery
摘要
The Dungeness crab fishery textemdash the most economically valuable on the U.S. West Coast textemdash has faced repeated, climate-driven disruptions over the past decade due to harmful algal blooms (HABs). These blooms, fueled by warming ocean temperatures, lead crabs to ingest toxin-producing algae, making them unsafe for human consumption. In response, fisheries managers have traditionally shut down the fishery, triggering substantial economic losses. To reduce these losses, some West Coast states have turned to evisceration orders, which allow crabs to be harvested during HABs if their toxin-containing intestines are removed before sale. However, the economic viability of this strategy depends on how it affects ex-vessel prices, i.e., the prices harvesters receive at the dock. This study quantifies the impact of evisceration orders on ex-vessel prices in Washington’s non-tribal fishery using quasi-experimental data from a 2021 HAB event. Employing both a difference-in-differences approach and structural demand estimation, we find that evisceration orders led to a decline in ex-vessel prices ranging between 26.5-33.5%. These results reveal a significant economic trade-off: while evisceration orders may preserve fishing opportunities during HABs, they also substantially erode market value. Our findings offer critical insights for designing adaptive fishery management strategies that protect public health while supporting industry resilience in an era of accelerating ocean change.
