摘要

Transboundary watersheds within China cross provincial, municipal, regional, and other subnational jurisdictions, separating ecosystem-service providers from beneficiary jurisdictions and creating persistent mismatches among ecological benefits, conservation responsibilities, and funding. This review examines how ecological compensation (EC) and payments for ecosystem services (PES) address these mismatches and develops a service-fund coupling framework. Following PRISMA 2020 reporting principles, it combines bibliometric analysis and metadata-based thematic synthesis of titles, abstracts, and keywords from 1263 studies published during 1995–2025 (823 China National Knowledge Infrastructure; 440 Web of Science) with a purposively stratified full-text audit and qualitative evidence synthesis of 60 studies. The literature has shifted from compensation standards, valuation, and institutional design toward ecosystem service flows, policy attribution, and actor interaction, but ecological, financial, behavioral, and institutional analyses remain weakly integrated. Five gaps persist: biophysical-economic translation, funding-behavior feedback, spatiotemporal mismatch, attribution and adaptive feedback, and equity and institutional constraints. The framework connects ecology-to-funding and funding-to-ecology chains through three interfaces: ecological evidence to payment responsibility, funding arrangements to behavioral additionality, and monitored outcomes to adaptive rule adjustment. It treats temporal lags, uncertainty, power asymmetries, and equity as internal coupling conditions, supporting adaptive, transparent, and accountable governance rather than static transfers. Because the evidence base is weighted toward Chinese-language EC research, the framework applies most directly to transboundary watersheds within China; international transboundary-basin research provides comparative and conceptual reference, and transfer beyond this intranational setting requires separate empirical testing.
